A dishonest person most likely expects other people to be honest.

An organization which conducts surveys handed out some forms to its associates to get them filled from random people. The associates were being paid certain amount for each form they get filled. And as what people would do when not being observed; they cheated. Well some of them cheated. And when asked about the reason from one of the associate, he replied 'I thought how would it matter if I fill up 4-5 forms wrongly out of thousands being filled throughout the country'.
One possible analysis of the statement he made is that he assumed the other associates to act honest not considering the fact that if everyone else also acted bad, and would be doing 10-20 % damage like him to the data collected, it would seriously impact the health of the survey conducted.
